Inspection register in Romania: buy it within 30 days of registration
Updated: 4 days ago
Companies registered with the National Trade Register Office (ONRC) must keep a single inspection register (registrul unic de control) and buy it within 30 days of registration (Law 252/2003, art. 1(1) and 6(3)). Failing to buy it on time is a contravention.

What is the inspection register for?
The register records every inspection carried out at the company by the specialised control bodies: tax and financial, sanitary, phytosanitary, urban planning, construction quality, consumer protection, health and safety at work, labour inspection, fire protection and other areas provided by law (art. 2(1)). Each entry is signed by the company’s legal representative and by the inspectors (art. 2(2)).
Before an inspection starts, the inspectors must enter in the register their names, the institution, the inspection pass number, the delegation order, the objectives, the period of the inspection and of the period inspected, and the basis for the inspection (art. 3(2)). After the inspection, the number and date of the inspection report are entered (art. 4).
Who issues it and where is it kept?
The register is issued for a fee by the tax authority for the area of the registered office, on the basis of the registration certificate (art. 6(1)).
It is numbered, sealed and kept by the legal representative or the person replacing them (art. 5(1)).
It is kept at the registered office and at each secondary office for which operating permits or approvals were issued (art. 5(2)).
What are the fines?
Not buying the register within 30 days of registration: RON 500 to RON 1,000 (art. 7(a) and 8(1)(a)).
Not presenting the register when the control bodies ask for it: RON 1,000 to RON 2,000 (art. 7(b) and 8(1)(b)).
The law sets the fines in old lei (ROL 5,000,000 to 10,000,000 and ROL 10,000,000 to 20,000,000); the amounts above are the equivalent after the 2005 currency redenomination. If the register is not presented, the inspection still takes place and the reasons are recorded in the inspection report (art. 3(5)).
